Assistant Division Director

Rhode Island Housing, an agency of the State of Rhode Island, is primarily funded by private investors and through administration of federal housing programs.  All of our resources are invested in our mission. Join a group of highly motivated and knowledgeable professionals and become a part of our Resident Services Division.  We are currently looking for an Assistant Director to provide supervision, oversight and training in the division’s daily operations to effectively monitor the physical and financial condition of the multi-family portfolio and rental and homeless programs.  Monitor, approve and authorize subsidy disbursement requisitions for various programs.  Mediate and/or resolve problems between landlords and residents, managing agents and owners as required ensuring compliance with applicable regulations.  Develop/implement policies and procedures for the preservation of the multi-family portfolio; the administration of the State of Rhode Island COC; new rental housing, HUD's preservation programs (mark-to-market, re-engineering, etc.); technology needs, and budgeting.  Assist the Division Director in overseeing all functions within the division, and with financial/strategic planning.

Minimum seven years experience in managing assisted housing programs, including staff supervision and training, with demonstrated knowledge of laws, regulations and accounting guidelines for both federal and state programs; excellent verbal and written communications skills; strong analytical, negotiation, problem-solving and organizational skills; Bachelor’s degree in business, public administration, real estate or related field required.  Certified Property Manager Designation preferred. Use of personal vehicle, valid driver’s license and proof of insurance is required.
